Puppet Rulers
Animation by Wang Film Production
Plot
In 1954, Pinky and the Brain's latest world domination scheme involves them appearing on a popular children's puppet show. Unfortunately, when the "frozen in time" part is also accomplished, things are less than expected.
Crew
- Story by Peter Hastings
- Written by Tom Minton
- Directed by Barry Caldwell and Dave Marshall
Trivia
- The show that Pinky and the Brain appear on is a parody of Beany and Cecil, which was created by former Looney Tunes director Bob Clampett and starred voice actors Daws Butler and Stan Freberg. Fun fact: Beany and Cecil was in fact one of Albert Einstein's favorite television shows. He interrupted a meeting once by saying, "You'll have to excuse me, gentlemen. It's time for Beany!"
- A young Bill Clinton is seen watching JFK on television.
- Mindy and Buttons make a cameo.
- While most regions use the Wang version of the intro in this episode, the 2003 Russian dub has the TMS version dubbed over the Wang version.
- This is the first episode that features Pinky saying "fun-fun, silly-willy", which he would say a lot in the Pinky and The Brain spin-off series.
- A poster of Marvin the Martian could be seen in the exterior shot of the television studio in the 1990s, which could be a reference to the Nike commercials featuring Michael Jordan and Bugs Bunny.
- Aspects of this episode would be referenced in the Pinky and The Brain spin-off episode A Pinky and The Brain Christmas. Brain's hypnotic dolls are named Noodle Noggin, a reference to Brain's stage name (and Pinky even says "I like that name!"). President Bill Clinton receives a Noodle Noggin Doll, much like he did in Puppet Rulers.

Wheel of Morality
Animated by Tokyo Movie Shinsha
The moral of the story is: "Vote early and vote often."
Trivia
- Wakko says "Pat, I'd like to buy a vowel", which Yakko replies with "Wrong wheel", referencing Wheel of Fortune.
- This is also one of the few times the Wheel of Morality leads into a chase ending where Wakko has to pull an item out of his Gag Bag to return to the water tower.
Chase Ending
Animation by Tokyo Movie Shinsha
Plot
In the show's THIRD elevator gag, the Warners return to the water tower via an elevator button from Wakko's gag bag. Wakko pushes the button, and the tower goes down to take them up. Ralph pushes the button and an anvil falls on his head. The Warners just shrug and go back into the tower.
