Thomas Charles "Tom" Ruegger (born on April 4, 1954) is an American producer, director, and screenwriter, best known for creating many animated series, including Tiny Toon Adventures, Animaniacs, Pinky and the Brain, and Histeria!.

His sons, Nathan, Cody and Luke are noted for their voice work in some of his series.

Ruegger also appears as himself in "Yes, Always."

Despite not being involved with the 2020 Animaniacs reboot, he still receives a "Created By" credit for his characters and songs that originated from the original series.

Tom was the creator of this series. He served as producer for many episodes, while also creating and/or contributing to episode ideas. Occasionally, he would provide a voice as well.
